Yes, there have. 4 teams have done it since 2000:Bolded: luck (injuries mainly, both for us as well as teams we play again) obviously plays a part in it, but there have been Wild Card teams that made the Super Bowl.
What do you mean by "take a step back in 21"? Why can't we be a borderline playoff team in 21, and then still be able to take the same steps going forward? Are you suggesting we need to lose more games in 21 to get better draft picks?

Of course, the thing that 3 of the 4 have in common is they have QB's that will be in the hall of fame. The outlier is obviously the Ravens, but they had an all-time great defense to compensate.
