They wanted district play to have larger pools to schedule from and cut down on distance because section play can cause a bit of travel.Right.
Seems blatantly obvious.
So clearly then it was an agenda of powers that be to not have it that way, for some reason.
This isn't an issue for Metro teams other than Brainerd, so they kept them in a 5A regular season schedule for travel.
District play works outstate for smaller schools and Section play would be perfect for 6A with cross over playoffs. I would even consider cross over playoffs for smaller classes. Section 1 has some really good smaller class football for example. Why not have sections 1/2 cross over and 3/4, 5/6, 7/8? Work to get best teams to the state tournament. It could still be a nice geographic representation.
