What is the specific question? Maybe this will help: rarely are offers more than an "understanding". What one kid may call "an offer", a coach may not at all consider an offer. Everything is negotiable.
So you have a wide range of situations.. lots of times it's going to be, "we'd love to have you here at school ABC... " but the situation is fluid and can change quickly and without notice. Depends on the specific recruit and specific school. Communication becomes key.
For example, there are people a school might kind of "hold off"... "we'd like you to be here.. but have some things going on.. so there's a yellow light for now.. let's keep in touch"... and there are kids who even if you've got 15 guys already penciled in for next year's roster between expected returners and "committed" preps, you might tell, "I don't care what our situation is. If you want to be here, we want you here. We'll figure it out."
