No. Not at all. (And that's not exactly how the calculation (30%) would be done for a medical hardship waiver, but the issue is the Five Year Waiver Rule.. the time and severity of the injury this year is not the issue.)
Five Year Waiver Rule requires a kid to miss two or more years due to situations out of the school and student-athlete's control. i.e., out with injuries for two years out of your five while playing the other 3 at one school and you've got a vanilla case.
Royston, for example, did not meet the criteria. He was injured his fifth year.. but prior to that, he had sat out a transfer year after coming to Minnesota from Wisconsin. Generally, sitting out a transfer year is deemed within your control because you decided to transfer. However, he was essentially granted a waiver of a waiver because of "extremely or extraordinary circumstances"... specifically, the school argued that he transferred because of a family illness - that is, he transferred (and therefore sat out a year) so that he could be closer to a sick family member.
In Trevor's case, there is no such argument. I won't go through the specifics again on here, but if you want to know why it becomes such a problematic argument, send me a PM and I'll share my thoughts there (it's all publicly known information - I have nothing special to add, but I am not going to go through it on here).
