The Minnesota guarantee, changing demographics and decreased enrollment all around has caused our neighboring states to really incentivize out of state tuition. SD for instance charges in state tuition to MN kids. I'm sure Iowa has done something similar.It's kind of weird. - Wisconsin: Statewide agreement for all public institutions.
- Manitoba, Canada: Agreement for public institutions in both jurisdictions.
- South Dakota: The statewide agreement ended after the 2023-2024 academic year, but the University of Minnesota is honoring it for current and some new students.
