There are most definitely facts. Here are some:
1. No depth chart has been released for the 2016 season. Ergo, there is no way of knowing that Everett Williams is "4th string" (PS, doesn't exist) on the depth chart, nor that Jaylen Waters is "3rd string" (PS, doesn't exist) and ahead of him.
2. A "position chart" (whatever that is) has been released for the 2016 season. Neither Jaylen Waters nor Everett Williams are listed on it. Though it's not a depth chart, if you want to use it as a proxy for a depth chart, it still doesn't help your case, as neither are listed and there is no way to know which one is the fictional/magical "3rd string"/"4th string" on the nonexistent depth chart.
3. Mitch Leidner is listed at 1st string QB on the "position chart". Again, we don't know where he will be on the unreleased-as-of-yet depth chart, but once again, if we want to use the "position chart" as a proxy for a depth chart, it's a pretty safe bet that he'll be listed at 1st string QB when it comes out.
4. "Starting" isn't a term that comes into play on a depth chart. A depth chart has 1st- and 2nd-string players listed on it, a key explanation for why some refer to it as the "2 deeps".
5. To expand on fact 4, "3rd string" and "4th string" on a depth chart aren't things that exist. They are figments of your imagination.
