He's implying it gets called in football and not basketball. It can't be called if not seen. I'm sure the NCAA will be sending a memo out to remaining schools however. I saw it called in a St. Johns basketball game last week. A player on the court and got a technical foul, after extending two fingers and his thump. The refs saw it right way.
