Monty, thank you for posting the additional data and thank you Saskatchewan for running the percentages. It seems like they limit the number of 4 and 5 stars to make sure they are real blue chippers. The 3 stars seem varied enough that they may reflect the number of athletes that have certain attributes that make them a 3 star athlete, rather than limiting the number of athletes that can be 3 stars in a certain year.
