The ref ruled it incomplete. The ref did not rule he stepped out first. It is not clear that he stepped out, so they can’t rule he did. It is clear that he was in when he caught the ball.
Just getting in on this, but I believe the review can include whether he stepped out and back in.

There must be some high-res video we don't have access to, because the TV replay in no way showed he was clearly in on that TD.

If they didn’t rule it originally, I don’t think it would have to be conclusive to rule that he didn’t step out. Only if they ruled he stepped out and returned.
