Its unfortunate, yet understandable, that St.Thomas has to wait to be eligible for the ncaa tourney. Transitioning to D1, I would say they are ahead of pace of where they should be, as I'm sure they would have gotten better recruits knowing they could play for a chance at the tourney

Totally makes sense to have a waiting period. Maybe even more so in the NIL era

Don’t want people to move up, get some recognition and publicity by purchasing a team then drop out

To be a d1 school, need to force a long term commitment. I totally get it.
I feel like a fair deal would be a 3 year wait period. Meaning in their senior year a freshmen commit could be eligible
