For a program like the Gophers, scheduling is a tricky proposition. Ideally, you would like to have a non-conf schedule that is A. attractive to ticket-buyers and B. presents a challenge to the team, but is still C. winnable.
Plus, you're trying to set this up while scheduling games, in some cases, 4 and 5 years out. A team that looks like a patsy now could turn out to be a much more difficult opponent in 4 years - or a team that looks like a tough opponent now could go in the tank - depending on coaching changes, NCAA violations, injuries, academics, and so forth.
What I would like to see when the B1G goes to the 9-game schedule is this: for the non-conf games, 1 bottom-feeder, 1 mid-level opponent, and 1 team from a BCS conference. But, remember this - if a team goes 2-1 in non-conf, they will have to go at least 4-5 in the B1G schedule to become bowl-eligible. A program is going to have to be very confident to schedule "name" opponents in non-conf. In a perfect world, I would be thrilled to see the Gopher program become so strong that they can schedule a non-conf game against a top-10 ranked team - but I'm not going to hold my breath.
