I think the bigger issue that may be driving all this is Delaney's desire to take control of the National Champ away from the NCAA.

The NCAA has NO CONTROL over the National Championship right now. That's the entire reason the BCS was created and exists today and exactly why an NCAA playoff has not been established. The conference commissioners and school presidents want to keep the money. The NCAA doesn't get the money from the BCS now, and the NCAA won't get the money from the newer 4-team title format that goes into effect in a few years, either. The BCS exists because the presidents and commissioners want to keep the money.

Incorrect. They don't directly pick the teams but they can take away your ability to play for it. Case in point this year with Ohio State.
 

Has the B1G sniffed around Boston College? Big market, strong academics, decent athletic program, plus they play hockey.
 

It would have to be this. Otherwise no one would be able to schedule a 12th game on the chance that they would be playing in the conference semi-finals.

NCAA has a limit on 12 regular season games. The only way you can play 13 before the bowl season is to play in a conference championship game or play Hawaii.

The B1G would have to petition for a bylaw change from the NCAA.

If you've learned anything lately it should be money how money is the driving factor above all else for college sports. If the major conferences want a conference playoff and the money it would bring getting the NCAA rules to change probably won't be much of an issue.
