I'd go with OSU as well. I didn't get a good feel for Penn State because we were in the nose bleeds with fellow Gophers fans when I went. Both were great experiences.

In 97' it was loud for half of a quarter.Of the schools I've been to, Penn State was probably the loudest. Ohio State at night was a close second.
Northwestern and the Big House a tie for quietest, but the game I saw at the Big House was over early.
Three games at TCF/ Huntington including PSU 2019 could be included at that level. Nate Triplett's pick 6 was one of the loudest times I recall.Penn state for a white out game is on a different level! Nebraska, Iowa, and Wisconsin all get honorable mentions from me.

One of the coolest things I have ever experienced in person....100K dead quiet/shocked while a small pocket of Gopher fans was going crazy.A friend of mine (PSU fan) was at the game in Happy Valley in 1999.
He said that after the field goal went through he'd never heard such a silence from 100k people.

The stadium absolutely shook during and after that play. The other time I remember was the PSU game. Bateman's first TD and Jordan Howden's game clinching pick stand out most. I'm bummed I didn't get to see the PSU game in person. Never in my life had I imagined the sports media having to both talk positively about the Gophers as well as seeing them as a legitimate piece in the CFP conversation before the wheels fell off. 2019 was so satisfying after the decades of being an also ran, I don't care about how the regular season ended. That Auburn dub was icing on the cake.

I'm pretty lucky. The fans that sit behind me never complain. Three generations of Gopher fans. It's awesome just to know that they are so dedicated. I always ask if it's okay to stand during key moments though. Love that I am mostly surrounded by die-hard Gopher fans.My, how times have changed...
