That is far from the truth. Go on YouTube with a mobile and try to verify that. There is very little copyrighted material blocked.
1. Mobile viewing has to be enabled by the uploader. By default this isn't done.
2. Any video that has a copyright claim filed against it is not available for viewing on a mobile device. This is policed by the copyright holders, so of course it isn't going to be comprehensive.

Copyright holders can choose to allow to be paid for the videos rather than have them taken down. I'm guessing this is what is happening for Carly Rae Jepsen since parody videos are more famous than the song: http://www.youtube.com/t/contentid
