From what I'm reading, there will be no change to the amateur scouting department. Like has been written before, most teams are getting rid of most of their pro scouting. Teams are doing more video studying than looking at written reports.

The NFL is quick about correcting teams trying to game the system with taking penalties on purpose, the kick out of bounds will not only result with the ball placed on the 40, it will also result in a 10 second clock runoff.
