In this era, you need to over-recruit. You never know when a kid will pack up and go.

Always over-recruit! Just don't over-sign. We have a room full of young TE's already & signing a 3rd means we're short at another position. Of course you want to keep that relationship going because you never know what you might need in the portal down the road.
