He's not a guranteed starter at Northern Illinois. They have JAsmin Hopkins who was a JuCo RB (JuCo Offensive Player of the Year) he did nice for them this year. They also have Cameron Bell who will get a lot of carries and he has almost the exact same build as Womble.
