This feels like sort of a chicken and the egg discussion. It seems like with this hire, we are saying the recruiting is the egg (which obviously came first) and that the results would flow from the improved recruiting.
The thing to do, is to look at other bootstrap jobs, at other similarish P5 programs.
Beard at TT? Did he egg it, chicken it, both, or what? Did he come in with a bare cupboard? Did he somehow find a way to start winning, with lower guys, and then got the recruits to do more winning? Or the other way around?
