Is there a reason why only Ohio State, Purdue, and occasionally another team try to throw the ball in the Big Ten?

It's pathetic how far behind the times the conference is.

Is it because they can't recruit QBs and/or receivers who can throw and catch, or is it because they're too stupid to realize throwing scores more points than running?
 

every big ten team today has at least 18 passing attempts and all but one had at least 24
Multiple had 40
