You could make a legitimate case for not having divisions at all for individual sports. If someone is the best in the country at the 100 meters, who cares if they run for USC or Upper Iowa?I don't have any issue with the delay for teams.
I think the NCAA should really reconsider and allow those that would qualify in individual sports to compete (swimming, wrestling, golf, track/cross country, tennis etc).
