Georgia is on pace to be the best defense in 20 years with all 11 starters drafted. I don't know how SP+ works, as in whats the difference between 9.9 and 10.0, but I am shocked to see Wisconsin compared to what may be an all time defense.

The Badgers probably have 6 or 7 that will be drafted and are extremely well coached. Not really surprising.

Basically they cook the formula to have traditional powers ranked higher. And it is usually correct because it’s college football.
 

17 is the best defensive ranking I can remember. Next week breaks right and they might be favored at Iowa.
 

I read a quick description of S&P+ online, and if I understand it correctly, it actually does not factor in whether or not a team wins a game. Correct. It only looks at individual plays, not the result of any given game. It calculates its own post-game win expectancy which is different from the actual outcome.

The counterpoint to that argument is that Nebraska probably isn't as bad as their record. (For example, they probably should have beat Minnesota).

They are exactly as good as their record. Part of the game is putting up yards, but part of it is finding ways to finish in close games. There is clearly some part of football they are failing at that results in them continuously losing.
