Why are you against this? I know it's not common but if he's consistently the best option, I've no problem with it.

also how about working on onsides kicks? Ryan has sucked at those so far and needs that weapon badly

If the coaches feel Santoso is the best punter on the team, then he should punt. Pretty simple in my opinion.
