Questions about 15 practices

I hear a lot about these 15 extra practices that come with qualifying for a bowl game and have a few questions...
Do all bowl teams get fifteen practices before their games?
Do non-bowl teams have the option to practice?
What about a team like Notre Dame, which will have 44 days between games? Do they only get 15 practices?

15 practices for all bowl teams. No bowl = no practice. Notre Dame gets the same number we do. Pretty sure the game counts as one of the practices too, similar to the spring game counting as the last practice.
