QBs

Step in the right direction but he could shot put it out there for all I care as long as when he's got protection and an open receiver it is delivered on time and on target.
That sounds like Joe Kapp. Put a single bar face mask on Leidner and you will know what Joe looked like.

The D2 QB's are also going up against D2 defenses. A D1 defense is Bigger, faster, stronger, more complex, and harder to read.

I'm not knocking D2 athletes. They are very good FB players AT THAT LEVEL. But, in this day and age, with scouting services and the availability of video, a player with D1 level ability is going to wind up at a D1 school about 99% of the time. The rare kid with D1 ability who winds up at a D2 school usually has some kind of reason - academics, off-field issues, etc, that kept him from being a D1 prospect.

Look, anyone with two eyes, (or even one eye) can see that Leidner is inconsistent. But put him at a D2 school, and he would be a dominant player.

In my experience, the big dividing line between D2 and D1 is speed. A lineman may have the size, or a QB may have the arm, but if they are a step slow, that's why they wind up at D2.
