Is there a place where you watch the Gophers and Wolverines arrive at the stadium and get off the bus before the game? Or is this not a thing at TCF?

Check on the side of the stadium near the student section. The players buses, etc enter around that area under the stadium. It's on the side near the "Gold" parking lot.

Yes, the team does a victory walk with the band and cheerleaders. Starts at 3:30 for Mich game.
