I suspect the B1G knows that each team is under the guidance of local states and would rather not deal with those inherent differences that the B1G really doesn't control....

They should not do that

Every athletics department is going to be cash strapped. So if some can make a little more they shouldn’t limit those programs

I'll be shocked if anyone has more than 25% capacity, max. And Nebraska is the leading contender for that.

I imagine the schools and sports there are a bit relieved.

I think most don't want to have to thread the cammel through the eye of the needle as far as making fans happy.
