I'd put Northern Illinois in that category, too ...
 

They’re not horrible. Certainly better than Rhode Island.
 

Despite dominating offensively with almost 500 yards and a huge advantage in TOP, they only managed 17 points in the loss to Ga Southern at home. Had 14 penalties.

Guessing Fleck is doing what he can to make sure Gophs don't look past Nevada to Iowa.
