Did Michigan vote against Penn St. joining the Big Ten? I know there's some bad blood there between those two that goes back to Penn St. joining the conference. BTW it was an 11-0 for Nebraska joining the Big Ten, so no bad blood there.

No matter who voted for who in 1990, this is an entirely different deal. The 11-0 vote was for Delaney's plenary authority to pursue domination, not for any specific school.
