NIL and non revenue sports

thanks to NIL, 36 football walk ons have their tuition paid for by Built Brands, a company

any thoughts to what this might do to non rev sports. NCAA allows programs 9.9 scholarships in wrestling and those scholarships are usually divided up, few wrestlers get a full ride. Is that out the window now? Could top wrestling programs like PSU or Iowa use NIL to provide full tuition to all of the approximately 30 wrestlers that are on a team?
 

As was talked about in the football forum:

maybe one way to answer this is to update the rules in each sport to put maximums on roster spots where the player is allowed to receive athletic scholarships and/or NIL money of any amount. Probably have to make every sport a headcount sport, then, so there won't be any legal means to "restrict" the NIL money.

Just an idea, may not be a good one.
