I believe the guideline is that the clock must be used for varsity games starting in '23-24. I take that to mean that its use is optional for lower levels.
best guess - it will be up to the coaches. before the game, the Coaches and/or AD's will communicate, and they will determine whether the clock is used for JV or not.
I don't see any compelling reason to not use the clock, but maybe some coaches will feel their players aren't ready to deal with it. anyway, I'm fine with it being up to the teams to determine whether to use the clock at lower levels.
I tend to think it will not be used for Junior High games, but I could be wrong.
