As to Pig Man, I wasn't suggesting I thought his recruitment was "open" in the sense that I thought he individually was shopping around, more curious if he was now precluded by rule from going elsewhere.
I may be wrong here, but I'll try anyways. I believe the difference between Football and Basketball is that there is an early signing period in Basketball.
The early signing period for the 2015 class in basketball is November 12-November 19, 2014 where kids can sign. There is then a spring signing period that start on April 15, 2015 where kids can sign. For the 2016 class, just push everything back another year.
This is different for Football. In football, the 2015 class can begin signing on February 4, 2015. There is no early signing period.
JoJo is a 2016 recruit, so he will not be able to sign his letter until February 2016. So there is still 15 months for him to change his mind if he wants to. However, most are confident that he will stick around.
So Basketball players can sign pretty close to a year before their first college games, and Football players are signing about 7 months before their first college games. Someone feel free to correct me if I'm off.

As a result they will be signing their National letters of intent in December/January. If JoJo Garcia also could do that if he is eligible and there is a scholarship slot open in January.

JuCo players can sign NLIs (or whatever they're called, might be a different name for transfers) at semester break, but high school early enrollees only sign funding agreements - which if I'm not mistaken are even more binding than NLIs. The only day that high schoolers can sign NLIs is in February.

FYI - it's not just one day but a month or so. If you recall, Cobb signed after the National Signing Day.
