Rivals has decided instead of downgrading him to a 3* which is there policy for kids who don't play a year they just lowered his rating from a 5.9 to a 5.8 keeping his 4* rating. All in all we're getting a helluva WR!

As I understand it Zach just misunderstood the Rivals policy (If it's even a policy, sounds like they might have just made it up because it's such a rare case?) and thought they deduct one full star, thus dropping him from 4* to 3*, when in actuality they deduct one recruiting point so he only dropped from a 5.9 4* (Same as M Gray & M Carter) to a 5.8 4*. Either way he's as talented a player as we've ever recruited to the U (At least on paper) and it does indeed replace Josh Huff or upgrade over Chris Hawkins if he should leave.
