No rules. That's the point. They want to great a mini-NFL/super league that can be squeezed for every penny.

The NFL has more rules than NCAA does. Because they have a CBA with a player's union which legally allows them to do that and not get sued.

That last bit is the actual thing that the SEC (and the Big Ten) are angling for. They're against the current US Senate bill for a few things, but certainly one of the top reasons is they don't think it goes far enough in protecting the NCAA/conferences from antitrust lawsuits by (former) players.

(The bill is between a rock and hard place in that respect ... it can't pass without the SEC and Big Ten's blessing, but at the same time it can't pass without Democrat support which is highly protective of players rights like unionization and the ability to sue on certain grounds.)
