I know this not a Queens board but.....

I think a new stadium would get two at a mimum. The NCAA raved about the job MSP did both times. They may even have given to Dome a 3rd one if its future had been more certain. They've pretty much settled on large Domed venues only and there aren't really that many. Indy, Houston, Detroit and a few others. Indy gets every 4th one, which is unfair, but there's no questions Minneapolis would get in on the rotation ahead of Detroit given the success in the past.

The Super Bowl would almost certainly be a one-shot deal, but still can't be over-looked.

The list of venues that can host Final Fours:

Lucas Oil, Indianapolis
Georgia Dome, Atlanta
Reliant Stadium, Houston
Edward Jones Dome, St. Louis
Jerry World, Arlington
Louisiana Superdome, New Orleans
Cardinal Stadium, Phoenix
Ford Field, Detroit

That's it. Any new indoor stadium here would certainly be on the frequent-use list by the NCAA. They're going to Houston twice in the next 5 years. For some reason, ASU hasn't been successful in getting Cardinal Stadium into the rotation.

I am aware that the makeup of state government is favorable to using racino funding for a stadium (GOP House and Senate, and a Democrat governor who isn't beholden to the Indians), but given the extremely dire budget situation at the Capitol, I'm having a hard time thinking that the revenue from a racino will NOT be going anywhere other than general fund expenditures.

I would hope the Racino could fund a chunk of the stadium with $$$ to spare? I'd say do the memorabilia tax, since no one can really object to that, get 1/3 from the Vikings, fill the gap with the Racino and use the excess for the general fund.

Target Field was built with a local tax. That is fine by me. If there is a local county who is willing to support it, good for them, but this should not be a use of state money. The Vikes pissed on Anoka County and are holding the State hostage, and people want to reward this behavior? I really, really do not understand this. And to top it off, they won't even sign a 40 year lease, meaning in 25 years we get to do this all over again. No thanks. If a county wants to, fine. If the Vikes sign a 75 year iron clad lease, fine. But this cycle of abuse has been fostered long enough.
