I think a new stadium would get two at a mimum. The NCAA raved about the job MSP did both times. They may even have given to Dome a 3rd one if its future had been more certain. They've pretty much settled on large Domed venues only and there aren't really that many. Indy, Houston, Detroit and a few others. Indy gets every 4th one, which is unfair, but there's no questions Minneapolis would get in on the rotation ahead of Detroit given the success in the past.
The Super Bowl would almost certainly be a one-shot deal, but still can't be over-looked.
The list of venues that can host Final Fours:
Lucas Oil, Indianapolis
Georgia Dome, Atlanta
Reliant Stadium, Houston
Edward Jones Dome, St. Louis
Jerry World, Arlington
Louisiana Superdome, New Orleans
Cardinal Stadium, Phoenix
Ford Field, Detroit
That's it. Any new indoor stadium here would certainly be on the frequent-use list by the NCAA. They're going to Houston twice in the next 5 years. For some reason, ASU hasn't been successful in getting Cardinal Stadium into the rotation.
I am aware that the makeup of state government is favorable to using racino funding for a stadium (GOP House and Senate, and a Democrat governor who isn't beholden to the Indians), but given the extremely dire budget situation at the Capitol, I'm having a hard time thinking that the revenue from a racino will NOT be going anywhere other than general fund expenditures.
