“We may start one, maybe two seniors, that's it. We're still a young team. Sometimes that's good, because they don't know any better.” - Jerry Kill (from thread, Full Recap of Jerry Kill’s Fall Practice Press Conference)

Who is right?

Both. I don't think Kill is using it as an excuse, he's just stating a fact. We are indeed still a young football team. Kill also said in his press conference that we need to make more progress this year, specifically in the big ten and a signature win would be big. Clearly he has pretty high expectations of the team.
