As for Bill Miller, he recruits mainly Florida, Kansas and Kansas JUCO's.

Kill mentioned New Jersey and Maryland as need areas for recruiting

Kill called New Jersey and Maryland as areas that he would like to increase recruiting in as areas for "cold weather speed". Those were in addition to Illinois, and Ohio which we already recruit.
I think cold weather speed was in reference to getting skill position players that already are used to playing in colder more adverse weather conditions but still have the speed that the southern and Florida guy's have.

I think Kill mentioned on Sid Hartman's Sunday show that New Jersey and Maryland are cold weather states where he ALREADY has good recruiting contacts. That was in answer to a question from Hartman or Mona about how difficult it will be to recruit players to the U.
