Because it gives the refs the ability to allow the team from behind to "play out" a scoring opportunity instead of halting it right in the middle with "nope, time's up!"

It's perfectly reasonable, for the way that particular sport ebbs and flows.


Strict time is perfectly reasonable for basketball.
