1999, Minnesota 24, #2 Penn State 23. Just took a couple minutes examining that same media guide.
 

Further research finds that Minnesota was rated Number 12 when the met the 1960 Cornhuskers. They were not rated. The Huskers finished the season 4-6. The media guide needs to be edited.
 


Um, Rodent? Both of your examples were conference games. While poorly worded, the context of his statement implies he was referring to wins over ranked non-con opponents.

Yep, that's how I interpreted it. He was talking about non-conference games only. And yes, it was worded poorly.
