Could be that the set up is manufactured with a longer pole on purpose to help fit different ceiling heights. I would guess it gets cut.

GFBfan is on the right track. No sense setting the hieght when the floor is not finished.

I'm extremely confident the hoops are set at there final height... Which is why a brought up the question of why the poles extend so low beyond the hoop...
And like so often, you are wrong. I am 100% confident that they will remeasure the heights after the final floor is in, then lock it all down, cut and cap the pole end and paint it all.
