Just eliminate the out of bounds reviews. That's 90% of them. If the refs aren't sure, jump ball. Not only would it speed it up, it would be more fair.
The solution to me is to have a replay official immediately looking at the play instead of the refs in the game. That’s half the problem. Sometimes 2-3 minutes have gone by by the time the refs are actually starting to watch the replay.

I was flipping between NCAA and the wolves last night and it seemed they were in review all the time. At one point, the NBA just called a foul on the wolves when they were challenging out of bounds.

That might work for NCAA tournament games but a lowly Summit League game between St Thomas and Oral Roberts isn't going to have a dedicated replay official. Either way I'd say out of bounds calls are alternating possession unless the refs are 100% who it's off of.
