They belong in the division that they have the funding to participate in. I highly doubt this has anything to do wanting to win.Totally agree. It's embarrassing for all those Wisconsin teams that they can't compete in the division they belong, so in order to try to win, they play in DIII. Can't imagine being a fan of one of those teams.
And UW-Milwaukee and UW-Green Bay are D1 schools. They could say that Mankato and Duluth should be D1 schools as well (hockey alone does not count) by the same reasoning you're using.
And Wisconsin does have a D2 school. UW Parkside. But neither of the other D1 or the lone D2 schools have football teams.
