I think changing the eligibility rules would be better.
You get 5 years of eligibility to play 4 seasons.
If you stay at a school for 3 years, you get to play for 2 more seasons (either at same school or a different one)
If you stay for a 4th year at the same school, you still get 2 more season to play anywhere.

I like that. Something to incentivize longevity has to be helpful to the game. I’m sure there is some restraint of trade issues there, too, though.
