Read what I said. I said crime is a major concern, not the main reason. Businesses are not renting space downtown as they once were. That causes financial problems. That was also occurring before our reaction to Covid. Crime is an issue that needs to be resolved no matter why it is occurring. I have a friend who wanted to expand his business into downtown Mpls, but didn't because it didn't make sense financially. Crime was a factor in that decision as well.
