Honest question- I expect that all pwo kids are looking for the full scholarship and that any of them could go elsewhere easily with an offer - is this a correct assumption

Keep in mind that there are two completely different kinds of players that can be referred to under the simple term "walk on".
Usually, the "Preferred" walk on is a player who was recruited, at least somewhat, by the school. Was on the school's radar to some extent, but too many players at that position were ahead of him and accepted offers. However, while this player does not get a scholarship right out of high school, he's treated exactly the same as any other scholarship freshman. He reports to fall camp, given the same attention by coaching, training, nutrition, S&C, etc. staffs. Will most certainly be given reps in the spring, and have a chance to make some plays and earn more attention.
Otherwise, the "Traditional" walk on, what people usually think of, is some guy who was not recruited by the school at all, was not on the school's radar at all, and shows up to campus completely of his own accord (got accepted on his own merits). This type of player does not report to fall camp, and does not join the team until the school semester starts. Usually will never rise above the practice/scout teams, and even there might be used sparingly, depending on the position.
Would further say that it's probably true that not all DI teams even accept traditional walkons. There is a limitation on total roster sizes that schools have to adhere to. I believe it is a max of 95 total players for fall camp, and 105 during the school year? But I could be making that up ... I'm sure it's spelled out somewhere in the rulebook.
