Seems as though they liked him and saw his raw potential, but he had a hard time with the system at TA&M. Messages on their board indicate they are sad to see him go, and hope he succeeds and does well in Minnesota (and beats Ohio State).

It does seem odd they offer WR grad transfer unless Fleck knows of one or more underclassmen that aren't returning, and maybe the three redshirt seniors have indicated they won't be taking advantage of the covid year waiver.
Dino looks to have decent size and speed. On his highlight film, he demonstrated good tackling form - drop the shoulder and wrap the arms. Might be a good Safety candidate if there isn't a WR spot for him.
