    I bet I could go to the thread for last season and find people complaining about a lack of pass rush from our DL. (In particular one poster, but guessing multiple.) So we got rid of Phillips and signed pass rushers. And now the complaint has switched to lack of run defense.

    To get to a true hard cap would probably require a collective bargaining agreement, and at that point I think you could negotiate in the contracts that they are not allowed to accept extra payments. People don't give NFL players bags under the table.
