He played 22 min a game in the playoffs (28 regular season). He makes almost 30mil a year. Naz played 25 min a game in the playoffs (28 regular season). He makes 25mil a year now (supposedly his cap hit will be right around 21.4).
I think you gotta take a look at what bigs make in this league now and see who the company is around him at that price point. (Brook Lopez makes 24. Tobias Harris got 26. Nick Claxton got 24.) Coupling that with getting a guy heading into his prime who can play small ball 5 versus with Rudy while being at the 4 because he spaces the floor is a big deal.

Then it's pointless to start someone over them. Naz needs to play 30-35 minutes a game. To get there, he will have to be a starter at some point and he will be soon. So it does matter who starts.

Then the player who started ahead of him would play significantly less. You cannot play Naz 35 minutes, and Julius Randle and Rudy Gobert 33 minutes. There's not enough time in the game at the PF/C position.
