Some weren’t yeah, but it now allows outward advertising of a non salary cap free agency paid for by a mix of the school and the fans for each and every player

Exactly. Agents are negotiating NIL before players even hit the portal.

There's going to need to be contracts for these types of things where players will need to play for multiple seasons at a school as part of an agreement. If there's going to be higher levels of investments that are thoroughly negotiated, I think it's going to need to come with a limit on the ability for that player to transfer.
