Two reasons:
1. The UofMN will not spend the money to get a high profile football coach to Minnesota. It's more than just salary; it's the entire football budget which is not comparable to any high-profile football program in the country. A high profile coach will want a high profile budget to work with.
2. Regarding a lower profille ("up and coming") coach, that's a crap shoot at best and the decision makers will opt instead to give Brewster at least one more year rather than take such a gamble.
