Does anyone know what position they plan on using him at?

I have no idea exactly where he will be playing but I kind of doubt it will be TE. It seems like Kill likes massive TEs (6'3+, 250ish), and I don't think Westeraus will be holding that much weight to his frame.

I think the real question is if he will be playing H-Back or LB.

I personally think he lacks the agility and change of direction to be a Big Ten LB so I'd say H-Back/TE but I've been wrong before. The previous staff wanted him at TE but with a new staff I'd consider him an athlete coming in and they'll find the best place for him.

Typically, defensive ends are larger than tight ends. If he can play defensive end, he would have the size to play tight end.

With Kill, his TEs are primarly blockers and usually larger than the DEs. The DEs are typically better athletes.

What size are Kill's defensive ends usually? Will he use bigger defensive ends, now that he is in the big ten?

They are around 240lbs. He might use a tad larger DEs because he is in the Big 10. However, his DEs at Northern Illinois were HS QBs, S's, LBs, WRs and RBs that they beefed up into DEs.
